Partner & Director, Mekong Region - David is the Partner in charge of our Lao office. He founded DFDL Mekong in 1994 in Laos, along with three other lawyers. He set up the Firm's office in Phnom Penh in 1995, where he focused on project finance, energy, infrastructure, mergers & acquisitions and property transactions. In 2003, David relocated to Thailand to establish the Firm's Bangkok office, and to supervise major hydropower projects in Laos (Nam Theun I, Nam Theun 2, and Nam Ngum 2). David was born in Bangkok and is a Thai national. He started his legal career in the region in 1992 with Baker & McKenzie's Bangkok office. He is a member of the California and Washington State Bar Associations, and has a Juris Doctor degree from the University of Washington School of Law, where he served on the Law Review. He speaks English and French.

Managing Director, Regional Tax Practice Group - Edwin advises multinational enterprises and international organizations in the field of taxation. He specializes in the Indochina region and international tax planning. He holds a Bachelor in Law (Antwerp) and a Master in Tax Law Brussels). He speaks Dutch, German, English, French and Thai.

Senior Regional Counsel - Rob is a specialist in power projects and currently acts as project counsel on two Lao hydropower projects. He has practiced for over twenty years, 14 in Thailand, specializing in the strategic, legislative, contractual, and regulatory issues associated with the electric power and natural gas industries and large infrastructure projects. Before joining DFDL Mekong, he was a partner with Hunton & Williams, and served as special legal adviser to EGAT in Thailand for eight years. He has been involved in negotiating many of the power agreements executed by EGAT over the past 10 years. He is also advising on power projects in Vietnam and Myanmar. He speaks English.

Country Managing Director - William has a distinguished record of negotiating, structuring, documenting and managing large private equity and opportunity-fund companies and transactions. He recognizes business opportunities, advising global executives as to business development issues and key investment strategies, detailing legal and transactional risk. He has an extensive background in international transactions, finance, corporate, securities, international regulatory compliance for industries that include banking, mining, electric power, manufacturing, property development and tourism. William holds a Juris Doctor (University of San Francisco, California). He speaks English, Mandarin, Thai and Bahasa Indonesian.

Senior Counsel - Walter holds an MBA from Columbia Business School, New York, a Juris Doctor degree from New York University School of Law and an AB, Economics & History from Columbia University, New York. He has extensive experience as an attorney, developer and project finance specialist for the electric power and coal industries. He also has experience in all aspects of developing, structuring, negotiating and financing energy projects in the United States, Brazil, Argentina, India, Southeast Asia and China. He speaks English and Portuguese.

Legal Adviser - Aris is a Philippine lawyer with more than 12 years of progressive professional experience both at the national and international level. His practice areas include investment regulatory compliance, investment and project coordination, real estate, contracts, international law, human rights, and with an extensive knowledge of judicial, quasi-judicial, labor, administrative and other government proceedings in the Philippines. He joined Mekong Law Group in Lao PDR in 2005 as a Legal Adviser and has been closely involved in various foreign investment projects. He also is familiar with the United Nations system and other international organizations. He speaks English and Filipino.

Legal Adviser - Daniel's practice area covers foreign direct investment and corporate/commercial law. He earned his Juris Doctor from the John Marshall Law School in Chicago, Illinois and studied Japanese and international commercial law at Temple University in Tokyo, Japan. Prior to joining DFDL, Daniel worked for the Ho Chi Minh City office of Baker & McKenzie and for a private equity real estate fund in Tokyo. He speaks English and Japanese.

Legal Adviser - Lasonexay received his Bachelor of Laws (LL.B.) from the National University of Laos. He is a member of the Lao Bar Association and has worked for Mekong Law Group as a Legal Adviser since 2003. He speaks Lao, English and Thai.

Legal Adviser - Sounthorn has worked for Mekong Law Group since 1994. He has extensive experience in dealing with Lao governmental authorities as well as in-depth knowledge of tax issues. He speaks Lao, Vietnamese, English and Thai.

Legal Adviser - Sithong is a Lao lawyer. He has expertise in Lao laws in the areas of investment, corporation, banking, finance, energy, mining, real estate, intellectual property, contracts, bankruptcy, anti-corruption and labor. He also has extensive experience in dealing with different government agencies. Sithong holds a Master of Laws in Banking and Financial Law from Boston University School of Law, the United States. He also holds a French Bachelor of Laws from the University of Savoie, France and a Lao Bachelor of Administrative Law from the National University of Laos. He speaks Lao, French, English and Thai.

Legal Adviser - Kristy's practice areas cover Corporate Law and Resources Law. She is a member of the Queensland Law Society and holds a Master of Laws (Mineral Law and Policy) from the Centre for Energy, Petroleum and Mineral Law and Policy at the University of Dundee, Scotland and a Bachelor of Laws and a Bachelor of Arts from the University of Queensland, Australia. She speaks English.

Legal Adviser - Senesakoune is experienced in the field of finance and accounting with a sound knowledge of Lao tax issues. He graduated from the National University of Laos with a Bachelor of Law in the field of Administrative Law and holds an MBA with a major in International Public Management from the Asian Institute of Thailand. He also holds a Master of Science in International Finance degree from CERAM Sophia Antipolis, France. He speaks Lao, French, English and Thai.

Legal Assistant - Vongphachanh has a Bachelor of Laws, LLB, from the National University of Laos. She is a lawyer of the Lao Bar Association and has been with DFDL Mekong since September 2006. She speaks Lao, English and Thai.
